If it's the one I'm thinking you are talking about, it's probably intentional. You can only open it once per character. There are a couple of other similar ones throughout Elona that were added today.

Working as intended. See the thread in EEL for the rest of the chests. And you can only get it once per character. And it doesn't ruin the economy. It's still standard chest luck: pure crap.
